Not legal, this will be challenged in court. DOJ lawyers know this, total waste of Tax Payer $$ again!
One of the purposes of the census is to ascertain a true number of voters. If illegals are not allowed to vote, it is a valid question. The number of actual people allowed to vote versus how many aren't is a number that needs to be known when a state shows up with more votes than people that live there.

No. That is incorrect. Not the number of voters but the number of residents. It used to calculate the number of seats in the House of Representatives. Perhaps that’s where your confusion stems from.
The Census is under the authority of the Legislative branch, not the Executive branch. Therefore, Trump is attempting to ignore the Constitution and the division of powers.

Might be a simple answer but here goes.
Supreme Court already ruled. Let them add the question. Doesn’t say you have to answer it. Could get creative and put the Supreme Court case number on it.
